Airport Fly Friendly Program

In order to mitigate potential negative impacts from aircraft operations and enhance compatibility with the surrounding communities, Stafford Regional Airport maintains a proactive noise abatement program which includes requested noise abatement operating procedures for aircraft operating to and from the Airport.
The Stafford Regional Airport’s Fly Friendly program focuses on pilot education and cooperation. The departure and arrival procedures described in this program are derived from noise abatement procedures published by the Federal Aviation Administration. Compliance with the noise abatement procedures is requested unless deviations are made necessary by weather, Air Traffic Control (ATC) instructions or clearances, and in-flight emergency or other safety considerations.
The Stafford Regional Airport Fly Friendly program applies ONLY to aircraft operating to and from the Stafford Regional Airport. It does not apply, nor does it govern, military, commercial or civilian aircraft over-flying or operating in the Airport’s vicinity.

Fixed Wing Procedures

Hours of Operation- The Stafford Regional Airport shall be open for public use 24 hours a day, and Fixed Base Operators (FBO) are required to provide aeronautical services to the public for twelve continual hours daily, 7 days per week. Airport operations are subject to the following restrictions: the Airport Authority, or its appointed representative may close the Airport because of conditions of the landing area, necessary maintenance, the presentation of special events and similar causes.

Voluntary Night Departure Curfew - Aircraft takeoffs and engine startups are discouraged between 2300 hours local time and 0600 hours Monday through Friday, or until 0700 hours on weekends.

Voluntary Night Arrival Curfew - Although aircraft arrivals are permitted 24 hours a day, a voluntary curfew for arrivals is in effect between 2300 hours and 0600 hours local time Monday through Friday, or until 0700 hours on weekends.

Formation Flying - Formation takeoffs and landings are prohibited. Formation flying within Class E Airspace is highly discouraged unless necessary for an emergency.

Pre-Flight Run-Up- Pilots are requested to perform pre-flight run-ups away from the exposed runway ends whenever possible. Extended high power settings on run-up or departure negatively impact the community.

Maximum Noise Level- Stafford County, Virginia has a community noise ordinance which establishes a maximum noise level of 65 dBA Single Event Noise Exposure Level (SENEL) from 0700 hours to 1900 hours local time, and 55 dBA SENEL from 1900 hours to 0700 hours local time. Compliance with the ordinance is mandatory unless deviations are made necessary by weather, ATC instructions or clearances, an in flight emergency or other safety considerations. Noise complaints will be recorded and investigated in accordance with the Stafford Regional Airport Noise Abatement Plan.

Pilots are encouraged to contact the Stafford Regional Airport for additional details.

APU Restrictions - For noise abatement purposes, please limit Auxiliary Power Unit (APU) use to the minimum time necessary. The maximum allowable APU run-time is (30) thirty minutes. In addition, the APU is considered an engine start and shall comply with the Stafford Regional Airport curfews.

Reverse Thrust Use - The use of reverse thrust may negatively impact the residential community surrounding the Stafford Regional Airport, particularly during night hours. The use of minimum reverse thrust necessary for safety is recommended consistent with runway conditions and available length.

Pre-Flight Run-Up- Pilots are requested to perform pre-flight run-ups away from the exposed runway ends whenever possible. Extended high power settings on run-up or departure negatively impact the community.
